SIS Hold Assignment
An administrative hold is placed on the student's account by the bursar, registrar, or financial aid office — blocking registration, transcript release, or degree conferral.
Hold type classified: Bursar, Financial Aid (SAP), Conduct, or Administrative.
Root cause logged in the SIS portal with timestamp and originating department.

Fully covered by university Title IV Administrative Expense Allowances (AEA), ICJIA R3 grants, BJA Second Chance Act funds, or philanthropic foundation grants for low-income, justice-impacted, or survivor cohorts.
Tier 3: Institutional Retainers
Enterprise contracts and institutional retainers that subsidize the pro-bono equity fund.
Net operating surplus generated by SALAG is programmatically reinvested into expanding reentry housing at the Peoria Spatial Campus, funding digital literacy labs, and providing emergency micro-grants to clear minor bursar holds for graduating seniors.
